Selling alcohol with out a permit written by

While waiting 45 minutes for 2 plates it was overheard how can the restaurant be selling alcohol since they do not have a liquor license. Apparently the owner had no worry or cares as the drinks flowed from the bar. The food order was wrng and it was cold as well.
